A new safety alert system should be tested at the University of Central Arkansas before the end of the fall semester, a committee reviewing emergency procedures at the Conway school recommended today.

The report also recommends installing a siren and loudspeakers to warn students of an emergency and restricting vehicle access on the campus.

The Emergency Notification Committee, created after a shooting on the UCA campus last month that left two students dead, toured the state Department of Emergency Management’s facility in North Little Rock and got a firsthand look at the department’s mass notification system. That system allows organizations to send messages to people via phone, email, pager, fax, Instant Messenger, SMS text messaging, PDA and other devices.

In its report to interim President Tom Courtway and the Board of Trustees, the committee recommended that UCA give the system a trial run.

Four men suspected in a deadly shooting at the University of Central Arkansas will stay behind bars for now.

At their arraignment this afternoon in Conway, Faulkner County Circuit Judge Charles Clawson ordered the suspects in Sunday’s shooting held without bond pending a pre-trial hearing on Jan. 8. The arraignment was held via video link-up with the Faulkner County jail.

Kawin Jerod Brockman, 19, Kelcey S. Perry, 19, and Mario Lavelie Toney, 20, all of Conway, and Brandon Ricardo Wade, 20, of Bigelow face capital murder and weapons charges in the shooting deaths of UCA freshman Ryan Henderson, 18, of Little Rock, and sophomore Chavares Block, 19, of Dermott.

The suspects also are charged with attempted capital murder in the non-fatal shooting of Martrevis Norman of Blytheville, who is not a UCA student.

UCA police have said they do not believe the victims were the suspects’ intended targets.

Police said today they have recovered a handgun they believe may have been used in the shooting. Investigators found the gun at an undisclosed location in Conway.

The university has scheduled a public forum on campus safety for 6 p.m. Monday in the Brewer-Hegemen Conference Center on the campus in Conway.
